This site publishes facts from public records. Every figure links to its source. It does not publish opinion, interpretation, or claims about anyone's motives.
The check register
Spending figures come from the City of Amarillo's monthly pooled-fund check registers, consolidated into59,560 payment records totalling $962,845,796.34, dated Jul 1, 2022 to May 29, 2026.
- Payments, not contracts. The register records checks issued. It does not record contract values, terms, award dates or bids.
- Fiscal years run October 1 – September 30. FY22 covers only Jul 1, 2022 – Sep 30, 2022; FY26 covers only Oct 1, 2025 – May 29, 2026.
- No fund or department breakdown. The registers list the account only as "Pool Fund (Various)", so payments cannot be attributed to a specific fund.
- Negative amounts (564 records) are kept as recorded and reduce totals. The register does not say why an amount is negative.
- Records without a date or payee (25 records, $29,513.70) are included in totals but not in any fiscal year.
Privacy: people appear only as their role
The registers include payments to private residents — refunds, reimbursements, settlements — and to City employees. This site never publishes a private person's name. A payee is named only when it is confirmed as an organization; every other payee is shown only by the role the City's own records give it:
- Payee (name withheld) — 16,222 payments, $36.7M
- Account-number payee — 225 payments, $107.1K
- Payee not listed in source — 25 payments, $29.5K
- Former City employee — 71 payments, $12.3K
- City employee — 6 payments, $3,802
"Payee (name withheld)" includes both individuals and businesses that have not yet been confirmed as organizations; the site does not say which. Check numbers and other identifiers are removed for all of these payments, including in the data download. Together they account for $36.9M.
Public officials are named only when acting in their public role — appointments, votes, tenure, and compensation or separation terms paid with public money — never on personal matters. City employees otherwise appear only by role.
Name matching
The same organization is often recorded under several spellings, and older registers cut names off at 30 characters. Spellings are merged when they differ only in capitalization, punctuation or legal suffix (Inc., LLC, Ltd.), or when a cut-off name matches exactly one longer name. Each vendor page lists every spelling that was merged.
Categories
The register has no contract-type field, so every category on this site is derived. Each vendor page says how:assigned by review (a person checked it) or derived from the payee name (a keyword rule, for example "Construction" for names containing "Construction" or "Paving"). Derived categories can be wrong; corrections are welcome.
Which vendors get a page
Organizations paid at least $10.0K in total have their own page (1,424 of2,683). All organizations appear in the spending explorer.
Claim status and source labels
- Verified — stated by the cited source(s). Sources differ — sources report different values; each is shown, none is chosen. Unverified — reported but not independently confirmed. Pending — scheduled, not yet occurred.
- Independence says who published a source (independent outlet, the subject itself, a vendor, an advocacy group). Stance is a reviewed assessment of a source's posture toward its subject. Neither label ever changes whether a fact is shown or its status.
Events and storylines
Events are dated occurrences with their sources attached, written in direct terms. Each fact about an event is recorded as a separate claim with a status. Where sources report different values, every value is shown with its source, side by side. Storylines group events in date order; labels such as "Origin" or "Related development" describe an event's place in that order, not a cause. Where a storyline's starting point depends on how it is framed, each framing is listed.
City Manager tenures
Tenure dates come from news reports, the City's published list of former managers, and managers' own professional directory profiles (labelled as self-reported). Dates are shown only as precisely as a source states them. Where no source states a last day, the tenure is shown ending when the successor began, and labelled that way. The tenure bands on the debt chart are a time reference; debt is not attributed to any person.
Capital plan
Project details are taken from the City's 2023–2028 Community Investment Program document, and each project page cites the page it comes from. The plan labels its first year "Approved Funded" and later years "Approved Unfunded"; the site uses the same labels. Project descriptions are quoted as written.
License and reuse
This site's own work is licensed under Creative Commons Attribution 4.0 (CC BY 4.0). That covers the data downloads (the anonymized, merged check register), the way the data is compiled and categorized, the text of event and storyline summaries, and the charts. You may copy, adapt and republish it, including commercially, as long as you credit "Amarillo Budget Wiki (amarillo.khaoticdigital.com)" and link to it.
The license does not cover the underlying facts, which anyone may use freely; the City of Amarillo's and the Texas Comptroller's original records; or other publishers' material quoted or cited here, such as headlines, quotes and linked articles, which belong to their owners.
One request, separate from the license: please don't try to identify the private individuals this site describes only by their role.
