City budget book changes its description of landfill cover from daily to once a week
The landfill program description in the City's budget books for FY2020/21 through FY2023/24 says the landfill "compacts and covers all incoming debris daily." The FY2024/25 and FY2025/26 budget books say it "compacts and covers all incoming refuse once a week," and also uses an alternative daily cover to save air space. The budget books do not explain the change.[1][2][3][4]
The landfill program description reads 'The Landfill weighs the incoming refuse, and compacts and covers all incoming debris daily' in the FY2020/21 and FY2023/24 budget books, and 'The Landfill weighs the incoming refuse, and compacts and covers all incoming refuse once a week. Also, utilizing an alternative daily cover to save air space to increase the life of the Landfill' in the FY2024/25 budget book (similar wording in FY2025/26).[1][2][3][4]

No fetched source explains the change in the budget books' wording, and neither TCEQ nor the City has publicly tied that wording to the 2026 daily-cover violation. TCEQ's 2023 permit modification authorized tarps and spray-on material as alternative daily cover.[3][5][6]
